September 28, 2023Comment Period on Banning Book Bans Legislation, Public Act 103-0100
As we reported last week, the Illinois Secretary of State Office has proposed administrative rules to implement the law, Public Act 103-0100. A comment period is available through October 25.

Net Neutrality is Coming Back
In a huge win for libraries and advocates for an open internet, FCC Chairwoman Jessica Rosenworcel proposed the reinstatement of net neutrality rules, starting with a vote of the full commission next month! Net neutrality is essential to libraries fulfilling our public mission.

Without strong net neutrality protections in place, there is nothing to stop internet service providers from blocking or throttling legal internet traffic or setting up commercial arrangements where certain traffic is prioritized over other traffic. In practice, this will make it harder for people to have equitable access to the internet and for libraries to serve their patrons.
In February 2015, the FCC approved rules that required internet service providers to treat all internet traffic equally and gave internet users the most robust net neutrality protections to date. In late 2017, the FCC eliminated those rules.
If the full Commission votes to approve next month, these rules could be reinstated.
