ICE raids in the Chicagoland area have raised concerns statewide, especially with schools and churches being targeted. It’s essential for community spaces, including libraries, to understand their rights, recognize what actions are lawful, and know how to respond effectively.
To support Illinois libraries, ILA has compiled a list of resources to help navigate these situations. This information will be updated as new details emerge and as additional resources become available through the American Civil Liberties Union, the American Library Association, and other trusted organizations.

RESOURCES
- The Office for Intellectual Freedom of the American Library Association provides comprehensive information, including a formal definition of U.S. Immigration and Customs Enforcement (ICE), an overview of warrants and subpoenas, library privacy laws, and best practices for libraries to safeguard themselves. OIF also offers suggested guidelines for responding to law enforcement requests for library records and user information.
- HR Executive provides guidance on how human resource departments can prepare for workplace raids.
- The Illinois Resource Center offers resources to support and advocate for immigrant students.
ILA Webinar
ILA is hosting a webinar, "What Your Library Needs to Know About Immigration Enforcement," on Thursday, February 6, 2025, from 1:00–2:00 p.m., on Zoom.
Rebecca K. Glenberg, Chief Litigation Counsel for the First Amendment at the ACLU of Illinois, will discuss why libraries need a plan of action in case of an ICE visit, what legal responsibilities libraries must follow, and how they can support their patrons and staff effectively. There will be time for questions, so come prepared!
