Legislative Update -- June 15, 2023

On Monday, June 12, HB 2789 was officially signed into law by Governor JB Pritzker! The bill was championed by Secretary of State Alexi Giannoulias and sponsored by Representative Anne Stava-Murray in the House and Senator Laura M. Murphy in the Senate.

A number of ILA leaders were on hand for the event, including Executive Director Cyndi Robinson, ILA President Heather Jagman, ILA Executive Board member Becky Spratford, and ILA Public Policy Committee Chair Ryan Livergood, along with representatives from RAILS, IHLS, CPL, AISLE, and the State Library.

The next step is for the Illinois State Library to develop administrative rules to guide libraries in complying with the law. There will be an opportunity to provide feedback once the rules are developed. The law will go into effect on January 1, 2024.

ALA Legislative Update 
Last week, the Biden White House announced a series of actions to protect the LGBTQ+ community, including a new appointed position within the Department of Education specifically to combat book-banning.

This new position, housed within the Department of Education’s Office for Civil Rights, will work to inform schools on how “book bans that target specific communities and create a hostile school environment may violate federal civil rights law.” These actions recognize that book bans are being wielded as a discriminatory practice against people of color and LGBTQ+ people.

This Pride Month, we must stand with LGBTQ+ library users and workers. The Biden administration has announced one strong step, and now they need to hear from us thanking them and pushing them forward to continue being an ally against censorship.
