Legislative Update -- December 2, 2021
December 2, 2021IL Public Access Counselor
Thank you to our colleagues at Municipal Minute, for announcing the restoration of the Public Access Counselor's FOIA and OMA webpages. We are happy to amplify that message, as we know issues of public access are vitally important in library communities. A reminder: Library districts are one of the only types of units of local government that are not permitted to access Open Meetings Act (OMA) training from sources other than the state, and the training aspect of the Public Access Counselor's site remains under construction. As part of ILA's legislative agenda this upcoming spring session, we'll seek to remedy that. As announced on October 21, 2021, ILA's legislative priorities will also include seeking state-sponsored broadband for public libraries, and legislation to ensure reasonable terms for e-book purchases for libraries.
Public Act 102-0265: Vendor Information Reporting
Public Act 102-0265, which amends the Property Tax Code 35 ILCS 200/18-50.2, requires "each taxing district that has an aggregate property tax levy of more than $5,000,000 for the applicable levy year shall make a good faith effort to collect and electronically publish data from all vendors and subcontractors doing business with the taxing district as to: (1) whether the vendor or subcontractor is a minority-owned, women-owned, or veteran-owned business." There are approximately 30 library districts in the state that are affected based on their levy amount; local libraries whose municipalities qualify may be affected indirectly, as the municipalities may request this information.
