Legislative Update -- September 26, 2019
September 26, 2019In the 9/16/19 Legislative Update, we let you know about the Property Tax Relief Task Force and its subcommittee hearing on PTELL (the Property Tax Extension Limitation Law) that day. Later that week, ILA Executive Director Diane Foote attended two subsequent hearings, one for the TIF Subcommittee on 9/18/19 and one for the Government Consolidation subcommittee on 9/19/19. TIF districts continue to be an area of interest for libraries in municipalities that have them; public library districts in these areas do have the option to apply to receive incremental increases in revenues as a result of development in the TIF, so we do not want that option to go away. We also know this is a little-understood option, and are developing guidance for library districts; please stay tuned. Government Consolidation does not seem to be focusing on library districts much at all, but rather on perceived or real redundancy between responsibilities of townships versus responsibilities of counties, but we will continue to monitor developments in order to avoid any unintended “collateral damage” to libraries that may come from decisions, in any of these areas; as well as to look for areas of possible improvement for libraries.
